Frank D. Neville graduated from the University of Wyoming in 1967 with a B.A. degree in English Literature. He received his law degree from the University of Wyoming in 1970. He was Editor-in-Chief of the Land and Water Law Review in 1969-1970.

Upon graduation from law school, he joined the law firm of Wehrli & Williams, the predecessor of Williams, Porter, Day & Neville, P.C., of which he is an original founder. Mr. Neville specializes in litigation, including personal injury, medical malpractice defense, product liability, civil rights, employment and environmental law and oil and gas litigation. He has a wide range of experience in handling complex litigation.
Mr. Neville is a member of the Natrona County Bar Association, President – 1979; Wyoming State Bar; Wyoming Trial Lawyers Association; Defense Lawyers Association of Wyoming; American Bar Association; American Trial Lawyers Association; Defense Research Institute; Fellow, International Society of Barristers; Fellow, American College of Trial Lawyers; and Fellow, International Association of Defense Counsel.
